\[ 1 \] CYBERCITY 34 - 03|15|2224 Detective: Elena Cross Subject: Gang activity, District 44 (“Rust Block”)  As noted in my previous report, the recent surge in gang violence, human trafficking, and illegal use of military-grade mind-hacking software in D44 remains uninvestigated. \[ 2 \]  Reports confirm that gang members have gained access to high-tech cyber implants. Rumors indicate a 77K-Predator EMP electrical signature has been detected. Such cutting edge equipment could disrupt or disable CCPD implants and field hardware. \[ 3 \] If confirmed, these reports could leave personnel defenseless against even basic threats. Fully functional technology is essential to agent safety, and this matter should not be taken lightly. \[ 4 \] CCPD officers are capable and well trained, CyberCity 34 police training is notorious for its severity. However, even the best-trained personnel cannot match high-tech cyber implants with organic assets alone. The security of our cyber-limbs must be a priority. \[ 5 \] On the topic of cognitive software, reports of military-grade hacking tools circulating on the streets are deeply troubling. CCPD behavior firmware is unprepared for direct hardware-based attacks, which could leave officers as empty husk, or worse. \[ 6 \]  Regarding human trafficking, reports indicate a high rate of missing persons in the area, women in particular. Several have been located in other districts working as sex workers, yet all refused cooperation and displayed violent, erratic behavior when apprehended. \[ 7 \] The possibility of mind-hacking has been raised, however, CCPD tech personnel report that such extreme personality shifts would indicate an unrecorded level of firmware disruption and reprogramming. District 44 may be facing a new tier of cyber-security threat. \[ 8 \] This is my final report. If the CCPD Board of Directors remains inactive, I will pursue a deeper investigation independently. If these reports are accurate, the stakes are too high to ignore. I will get to the bottom of this-one way or another.
