Lately I've been seeing a lot more people asking about images that do not inherently contain BDSM, for example, an image of a woman holding a chastity belt, but not in any bondage herself. This sort of image would likely be attributed to the dom side of the story, telling their sub or whoever they were putting the chastity belt on about what they would do to them. So the question is, do you want to allow these sorts of images to be captioned on the sub, as only the writing/caption itself would depict bondage, which would be 100% necessary. The rule that both the image and caption include bondage was implemented so that the sub for bondage captions was not filled with images of lewd women just speaking to the "camera" about bondage and to avoid just becoming r/hentaicaptions.
